Ha ha ha ha! I think the problem is that you have pigeons, and pigeons aren’t smart enough to be scared of owls.
I think that most owls don’t prey on birds (usually rodents, reptiles or fish). Your problem birds might be more respectful of a realistic hawk.

I know! I had to hose it off today…couldn’t bear to see the bird droppings running down his head. Now I have to get a fake hawk to keep the birds off the owls head AND our patio furniture. Geesh.
